The SPD pursues a "Digital First" goal: as many government services as possible are to be available digitally from start to finish, where possible without an application. Artificial intelligence is to help under clear data protection rules, and the fiber-optic network is to keep growing.
The SPD wants people to handle city paperwork online. A smartphone should be enough. Some services should come automatically, without a form. People who need help get it at the service center. AI should help, but personal data stays protected.
Data is to be collected only once, and the administration is to offer services proactively. Digital guides at the customer center support people who need help. Guidelines against misuse and discrimination apply to AI and algorithms; public data is available through the Urban Data Platform. Fiber is to be rolled out with the network operators, including in less dense districts. Internal rules are checked for digital readiness, the DRiVe system is to be used further, and up-to-date e-payment introduced.
