Advance inclusion and introduce an allowance for deaf people
The SPD wants to keep implementing the UN Convention on the Rights of Persons with Disabilities and improve opportunities for people with disabilities in education, housing and work. Deafblind and deaf people are to receive a regularly adjusted cash allowance to offset disadvantages. Integration assistance is to be improved.
People with disabilities should decide about their own lives. The SPD wants more homes without barriers. More people with disabilities should get regular jobs. Deafblind and deaf people should get money from the state. The money should rise with prices.
The flat-rate allowance for deafblind and deaf people is to follow the model of Berlin and Brandenburg. Integration assistance (Eingliederungshilfe) is to fit individual needs better, and extra and administrative costs are no longer to fall on municipalities. Sheltered workshops and training programs are to be reformed, and the budget for work and training is to be used more for regular employment outside workshops. The state administration is to meet the legal employment quota for people with severe disabilities again as soon as possible. Families with disabled children are to get respite services and enough short-term care places.
