Make home ownership easier and fund social housing
The Free Voters want more people in Bavaria to own their homes and average earners to be able to afford it again. The state subsidy for social housing is to rise from €500 to €750 per square meter. The platform rejects stricter tenancy law, which the party says drives up prices, and a Grundsteuer C (a property tax on undeveloped building land).
The Free Voters want more people to own a house or apartment. The state should give more money for social housing. Building should become easier. Landlords should get more rights. There should be no new tax on unbuilt land.
The home ownership rate, which is below 50 percent in Bavaria, is to rise. To that end the platform names a higher exemption threshold for the real estate transfer tax, better depreciation rules in housing construction and simpler building law. The social housing subsidy is to grow to €750 per square meter, and public housing companies and schemes giving locals priority for building plots are to get more support. In town centers, vacancy is to be tackled and renovation, infill and adding stories made easier. Farmers are to be allowed to withdraw land from business assets tax-free if they build rental housing or sell to municipalities. Landlords' rights are to be strengthened, and the Grundsteuer C on land ready for building is not to be introduced.
