Combine social housing construction with use of vacant homes
The BSW wants new construction in big cities while putting vacant homes in smaller towns and rural areas to use. A program should secure social and nonprofit housing where it is needed; for owner-occupied homes the party considers a lower real estate transfer tax conceivable.
Leipzig and Dresden do not have enough homes. In rural areas, homes stand empty. The BSW wants to build new homes in the big cities. Empty homes in small towns should be used. Better transport links should connect the two.
According to the program, Saxony's stock of social housing has fallen from 130,000 to 12,500 units since 2012, while homes are being torn down in smaller centers. Smaller towns should be linked to the major centers through better transport infrastructure. Using existing buildings and land is meant to save costs. To boost the construction industry in the short term, the BSW can imagine a temporary cut in the real estate transfer tax or a tax-free allowance where the buyer demonstrably lives in the home.
